Elimination
Elimination of "miss" columns on all minor ships would be a pain in the rear but may be necessary. It does make sense to me that smaller ships should be harder to hit at long range.
Did smaller ships of this period use evasive maneuvers? Did they actively use there speed and size to "dodge" incoming fire?
In any event maybe Tim should try to create a "to hit" matrix that takes the ships class into consideration.
Of course what I could do if someone sends me a copy of Tims core rules and some info on one of the Spanish Battles maybe I could go down to my local game store and run a west coast play test of the game and get some more feedback. Or at least I would have a better idea of the things I am commenting on since it has been over a year since I have seen the rules.

I am working on a rules rewrite, your interest encourages me to prioritize this project. I will be periodically posting sections of rules on my website. Already posted are battle reports.
You can use nearly anything to represent ships. In the past I have used counters from games published by Avalanche Press.
