Below is a list of the changes I made to the BirthRight campaign system beside the fact that it will be run in 3rd edition instead of 2nd edition.

Changes:
1) Skills:
1- Administration (Int)
A character skilled in administration understands the workings of the apparatus of government and the governmental hierarchy. He is versed in responsibilities of various arms and offices of his land, and the char. Knows which officials can get things done. A regent PC (Player Character) can, on a successful check, reduce his domain maintenance cost by 25% (rounded down) every domain turn. The DC of this check is 10 plus the number of holdings the PC controls. Also, on a DC 15 check a PC can also reduce the base gold bar cost of any domain action by 1 to a minimum of 1.
2- Law (Int)
A firm grasp of a government’s legal system and the criminal code can be useful to a ruler. On a successful law check, the ruler gains a +1 to his success chance to the following actions: create holding, decree, rule, and espionage actions. Also, making a law check (DCs determined by GM) greatly affects matters of justice as they come up in the ruler’s domain.
3- Leadership (Cha)
Some regents are born leaders who draw great devotion from thief followers. A successful Leadership check allows the loyalty rating of one province to go up by one. This is a result of personal appeal that keeps the people loyal to their ruler. The DC of the check is 18 plus the strength of the province. A province with a poor loyalty rating adds 5 to the DC while a rebellious province adds 10 to the DC of the check.
4- Siege craft (Int)
The PC with this skill is an expert in the construction of military machines and methods of defeating fortifications. A PC who is involved in the planning and supervision of a new fortification/castle may attempt a check (DC 15) to increase the level of the castle/fortification by one. Having 5 ranks in engineering grants a +1 bonus to siege craft skill checks.
5- Strategy (Int)
A warrior with a gift for strategy understands how to use his armies to defeat his enemies. A successful strategy check (DC determined by GM) will allow a PC to change his overall plan during a battle. This is assuming the PC can see the enemy.
2) Players cannot multi-class but can take prestige classes. I allow prestige classes from the DMG and from the Forgotten Realms campaign book. I will allow others on a case by case basis.
3) Blood Strength of all blooded people is 64, not random. The GM will determine player’s blood abilities.
4) Loyalty has different grades now: High, Good, Average, Below Average, poor, and rebellious.
5) Trade Routes cannot be linked to a “parts unknown”. Also, a province can’t support more trade routes than the size of the province.
6) The battle system has received a major overhaul and will be run by the GM, but will be close to the D&D skirmish system. Players will submit a overall battle plan for what they want troops to do, as well as a worst case scenario and retreat plan for their army. If a PC attends a battle it will be played out. Also, specialized units will be allowed, feel free to be creative in this field.
7) Lieutenants come in all shapes and sizes. It takes time and effort to find a skilled lieutenant. Don’t be discouraged, they are very powerful.

Monks are not regents and Barbarians are not regents in this part of the realm. Chr creation is very fluid still, but the reason the stats numbers are given is that many of the die rolls when you make your char can make or break a characters success. This is the same reason that the blood stregth is locked and not rolled.The stats are set higher than any point system would normally allow a character to go. If you wanted to tinker a little though, I usually allow players to drop 2 points from one stat to increase another by one.

i am not very fond of the the statistics that you are giving all players. i would prefer a point system where people are allowed to build there own chrs. i am also concerned with the number of skill points you are allowing classes. thease two methods you described will make for a very cookie cutter character creation.
also are you allowing barbarian or monk regents?
