library rules.
i think we need to lay down some rules for the library. I think we should do these things here mainly becuase it won't waste game time and there won't be hours of people just repeating themselves.
My propositions are this:
We have a draft order for library picks just like we do the vis. I think it should change every two seasons so noone is stuck with the shitty books for too long. we should start the draft the same way, names from a hat. or dice rolls (%'s so we don't roll all night when four people get 18's)
you can only take out the same book for two seasons in a row unless noone objects. this will let people further down the list get a good book even if they aren't up near the top. we have what, 7 players and 5 good books?

I agree....Something like that needs to be in place. Suppose the Covenant gets two kinds of Vis each year (unlikely). If those two kinds are the kinds that nobody wants, it piles up. When it comes to do something for the Covenant, say needing fifteen pawns of another type, WE have to scramble around figuring out where its going to come from (if we have it). If the Vis is coming from the players, they will want compensation (of course). This brings us to the values of Vis....then the arguements start...(or Certamen). :roll:
As for trading Vis, We might want to figure out what the Covenant needs, then allow anything above that to be traded....at whatever rate.

I support the idea of a taxation on Vis collection. Here's an idea on numbers. We establish a 25% tax on Vis on 4 pawns or more. That is to say, if a magi collects 4 pawns then 1 has to go to the covanant, 8=2, 12=3, etc... A magi who collects under 4 pawns can do what they want to do with the Vis.

a tax is fine with me but it must be pre determined. i like the idea of limiting it to missions of covanant importance or mabye an errand that involves multiple magi. i would suggest the same split as for regular vis gathering.also would certamian be used to split vis amoung magi? i suppose that should wait to be roleplayed.

I support the covenant tax, on Vis, monetary treasure, goods, whatever. The covenant needs a way to support itself and its expenses. What will happen when we need to buy food for 30-ish people for the winter? Are we going to "pass the hat" and see who's got some coin lying around to buy salted meat and dried barley?
The Autocrat will need resources to handle these expenses that the Magi don't want to deal with.

the agreement was that anything harvested on 'missions' was to be taxed..
i, for one, do not want to do this. we will be trading in and ouit of the covenant stores for vis and also trading with other covenants.. i don't see this as ebing a problem

A thought has occurred to me...
In the last game, we had an agreement that any Vis collected by individuals was to be 'taxed', and that portion to be added to Covenant stores...Is this something that we want to do again? If we don't, its highly likely that the Covenant stores will be only a couple of different types (our yearly supply types)

We already decided that we would have a 'draw of the hat' to determine the pick order. We also stipulated that it would be in a rotational order..ie- who ever picked first last season, picks last the next. Who ever picked second last season, picks first this season (etc).
This of course, lends itself to trading and such....
